(1) Foundation of FAO The Food and Agriculture Organization (FAO) was founded on October 16th, 1945, as a United Nations specialized agency. The headquarters are in Rome. It consists of 191 nations and the EU. Achieving food security for all is at the heart of FAO's efforts - to make sure people have regular access to enough high-quality food to lead active, healthy lives. FAO's mandate is to raise levels of nutrition, improve agricultural productivity, better the lives of rural populations and contribute to the growth of the world economy. Article I of FAO's constitute provides that FAO shall promote and, where appropriate, shall recommend national and international action with respect to: a. scientific, technological, social and economic research relating to nutrition, food and agriculture;b. the improvement of education and administration relating to nutrition, food and agriculture, and the spread of public knowledge of nutritional and agricultural science and practice; c. the conservation of natural resources and the adoption of improved methods of agricultural production; d. the improvement of the processing, marketing and distribution of food and agricultural products; e. the adoption of policies for the provision of adequate agricultural credit, national and international; and f. the adoption of international policies with respect to agricultural commodity arrangements.

(2) The World Food Summit In 1996, representatives of 186 nations got together at FAO headquarters,
and the World Food Summit was held in order to discuss methods to end the
world hunger. The World Food Summit adopted the Rome Declaration on World Food Security which committed to reduce the number of undernourished people to half their present
level no later than 2015. |

| (3) Millennium Development Goals亅 MDGs In
September, 2000, the UN Millennium Summit in New York adopted the Millennium
Declaration as a goal for the international community of the 21st Century. The Millennium Development Goals (MDGs) are the framework to unite the
Millennium Declaration and international development goals which were adopted
in major international councils and at the Summit. Goal 1: Eradicate extreme poverty and hunger Goal 2: Achieve universal primary education Goal 3: Promote gender equality and empower women Goal 4: Reduce child mortality Goal 5: Improve maternal health Goal 6: Combat HIV/AIDS, malaria and other diseases Goal 7: Ensure environmental sustainability Goal 8:
Develop a global partnership for development Also, as a specific target for Goal 1, there is the target to halve, between 1990 and 2015, the proportion of people who suffer from hunger. |

(4) The United Nations Population Fund The population problem is one of the very important factors for balancing between food production and consumption. The United Nations Population Fund (UNFPA) is the UN organization dealing with the population problem. UNFPA is an international development agency that promotes the right of
every woman, man and child to enjoy a life of health and equal opportunity.
UNFPA supports countries in using population data for policies and programmes
to reduce poverty and to ensure that every pregnancy is wanted, every birth
is safe, every young person is free of HIV/AIDS, and every girl and woman
is treated with dignity and respect. |

The main cause of the food distribution problem is poverty. The United Nations Development Program (UNDP) takes a huge role in the reduction of poverty. (6) Other Organizations In addition to the above-mentioned, many other international organizations are contributing to improvement of the global food problem from various standpoints, such as, the International Fund for Agricultural Development (IFAD) for agricultural development in developing countries, the United Nations Children乫s Fund (UNICEF) for children乫s relief, the Office of the United Nations High Commissioner for Refugees (UNHCR), and so on.
